Latvia’s State Forests Mountain Bike Marathon

Regulations for 2019

1. Objectives

1.1. To encourage and promote MTB sports in Latvia as an activity accessible to all.
1.2. To encourage people to do regular physical activity outdoors.
1.3. To promote environmental awareness and encourage to keep environment clean to protect Latvian nature.
1.4. To select the best MTB marathon riders in Latvia in different age groups.
1.5. To promote competition venues as an advisable destinations of tourism trips.

2. Organizers

2.1. Competition organizers are Igo Japins sport agency Ltd, Latvian Mountain bike federation and Latvian Cycling federation (further - LCF).

2.3. Competition is run by LCF licenced judge and team according to UCI and LCF rules..

4. Distances

4.1. Toyota Hybrid Sport distance (50–55 km).
The track is marked in a rugged terrain. Only riders born in 2000 and earlier are allowed to participate.

4.2. Liebāta Public marathon distance (35–40 km).
Track is marked in shorter and/or simpler way (gravel roads, dirt roads and forest roads, tracks, water obstacles). Riders born in 2004 and earlier are allowed to participate.

4.3. Mammadaba Health distance (15–20 km).
Track is marked in shorter and simpler way. Riders born in 2008 and earlier are allowed to participate. For M-12, W-12, M-14 and W-14 age groups (2005-2008) results are recorded in each stage and in total score. For others just time spent in distance will be stated.

4.4. Maxima Children rides (400 - 3000 m). Not a competition!
Rides take place at the start/finish area or nearby for riders born in 2008 and after.

The length difference sould not exceed 15% from mentioned.
*There is prolonged Mammadaba Health distance on the 1st stage.

5. Licences

5.1. Participants who obtain CFA licence has certain prvileges, including valuation in individual and team ranking system (please, read more on www.lrf.lv site).
5.2. Lielbāta Public marathon is open for any rider, except:
- UCI Elite licence holders in 2017-2019.

6.5. Prize money for Lielbāta distance

6.6. Money prizes will be paid by transfer to the participants indicated account in term of one month after competition day but no later than the next stage. In case of doping control, money prize transfer can be withhold until the results of doping are known.
6.7. If the total value of prizes awarded to one person in a calendar year exceeds 143 euro, then according to the law of the Republic of Latvia, personal income tax (in the amount of 23 %) shall be imposed on the excess amount of the prize (Section 9, 1 (10) of the Law on Personal Income Tax). The tax is paid by the recipients of the prize money themselves in accordance with the laws of the Republic of Latvia.*

6.9. If there are less than 6 participants in the group just 1st place is rewarded. This rule doesn’t apply to M and W groups in Toyota Hybrid distance.

6.11. Special awards
6.11.1. Toyota Hybrid 100th place in every stage.
6.11.2. Lielbāta 100th place in every stage.
6.11.3. The most active Merrild rider will be determined after each stage based on the smallest sum of gained places in all previous stages. In case of equal result, participant with the better place in last stage will be the winner in this category.
6.11.4. VC4 Most progressive rider with the highest rise in comparison to the previous stage (starting from the 2nd stage).
6.11.5. Debitant award - for one participant in every stage.

7. Competition programme

7.1. The programme for each stage is available on website www.velo.lv one week before the race day.

8. Registration

8.1. Registration is open from November 23, 2018 on website www.velo.lv.
8.2. Registration for the event can be completed by participants themselves or a team contact person. Upon registration of the team members, the team contact person undertakes to introduce each participant registered to the rules laid down in the regulations of the event, particularly those regarding participant health and safety in the track.
8.3. Upon registration for the competition, each participant must fill in the registration form, enter correct date of birth and confirm that the data are correct and accurate and contains no grammar mistakes (written using Latin letters, with proper lengthening and palatalization marks). Otherwise the score may not be registered and start corridor may not be assigned based on the place in the competition.
8.4. Organizations and teams have an option to receive the invoice on www.velo.lv and pay the invoice in form of bank transfer. The invoice should be paid not later than mentioned on invoice.
8.5. Any payments received after the deadline specified in the regulations may not be accepted and the persons having made such payments may not be registered for the start. Late payments will not be refunded.
8.6. The public list of participants available on www.velo.lv contains participant’s name, surname, date of birth, team, distance, age group and bicycle model.
8.7. The start list is made according to the starting order. Participants must verify the accuracy of their data in the list. Organizers are not responsible for any mistakes made by the participants in the registration.
8.8. Any changes necessary in the registration data may be submitted by e-mail: info@velo.lv until Wednesday midnight of the race week.
8.9. A participant or the distance may be changed free of charge until Sunday midnight one week before the race, or for a separate charge under Paragraph 10.3 after the abovementioned deadline.
8.10. There is not possible to make changes, if participant is registered for whole season.
8.11. Participation fee will not be refunded if a participant withdraws from participation but it can be transferred to another stage.**
8.12. Participation fee will not be refunded if the race is canselled because of force majeure.

8.14. Stage 1 of the previous registration ends on Sunday, one week before the competition: on website www.velo.lv – at 11:59 p.m., at registration points – at 7 p.m., Stage 2 ends on Wednesday of the competition week: on website www.velo.lv – at 11:59 p.m., at registration points – at 7 p.m.
The previous registration for Cesis-Valmiera event ends on Tuesday, 11:59 p.m.
8.15. Registration hours on the race day are listed in the programm of each stage.

9. Team applications

9.1. Men team applications.
9.1.1. Team members must be registered on the website www.velo.lv under Section “My Teams”. Each team member is registered in the specific team for the whole season from the date of registration.
9.1.2. Teams may register from 4 to 12 team members. The teams may add members to the member list until July 1, 2019 if the team consists of less than 12 members.
9.1.3. A participant may switch teams only once until July 1, 2019 by submitting a written application to the organizers accompanied by an approval of the former team and the new team.
9.1.4. Licensed riders may only represent the team registered in their licence.
9.1.5. The team list of the team Toyota Hybrid and team Lielbata must be registered by 23:59 on Wednesday of each stage week on the website www.velo.lv by registering six scoring riders plus two substitute riders from the overall application for the whole season. If any of the registered six scoring riders is absent on the race day, a team representative may substitute him/her with other rider from the substitute riders. In case of failure to submit the team list within the deadline, the members keep their previous status in the team.
9.1.6. Toyota Hybrid distance teams must wear matching uniforms.
9.1.7. For Lielbata distance teams matching uniforms are recommended.
9.1.8. Toyota Hybrid distance teams may purchase the team area in the start/finish zone (seven stages) of the race where the teams may pitch a 3 x 3 m tent and place two team cars, as well as two advertising team flags. The team must apply for the team area by April 21, 2019. Price for the team area – EUR 150.
9.1.9. All teams are welcomed to publish a team profile with picture of their uniforms, the team list, team member photos and contact information on the website www.velo.lv.

9.2. Women team applications.
9.2.1. Women team competiton is held just in Lielbata distance.
9.2.2. Each team is made of two participants from one collective for whole season. Participants cannot be substituted during the season.
9.2.3. Team must be registered on the website www.velo.lv under Section “My Teams”.

10.2. Participation fee includes the following services:
- two bib numbers, microchips and electronic time control;
- publication of results on www.velo.lv;
- SMS with result to the participants mobile phone (if number is mentioned in registration form);
- special prizes from sponsors and supporters, prizes for group winners;
- Lielbata water and Daily food in distance and after finish;
- Isostar sport drink in distance;
- technical service in start area and in distance;
- option to download track configuration;
- introduction ride one week before the event;
- marked and prepared race tracks;
- VC4 medical emergency in start area and throughout a distance;
- bike washing after the race;
- storage space;
- option to download diploma with personal result;
- photos and videos on www.velo.lv.

10.3. Other expenses
10.3.1. New set of bib numbers on competition day - 7,00 EUR (if bib numbers are ordered at least one week before the race, it’s for free)
10.3.2. Change of participant or distance later than on Wednesday on the competition week - 10,00 EUR
10.3.3. Resumption of start corridor on competition day - 10,00 EUR

11. Bib numbers

11.1. Each rider gets two bib numbers to be kept for all seven stages of the competition.
11.2. Plastic number with two microchip plates must be fixed to the steering wheel of the bicycle for electronic timing. Microchip plate must not be removed! The other number must be attachedto the back of the rider’s t-shirt in the middle. All riders must use both number and keep the numbers visible (avoid covering with something), any failure to do so will result in disqualification. If the bib number comes off accidentally during the race, the rider must inform the judges immediately after finishing.
11.3. Cutting, damaging, tearing off, or unauthorized production of the bib numbers is strictly prohibited! In such case the judges’ panel decides on the penalty to be applied to the rider.
11.4. Transfer of the bib numbers to other person is strictly prohibited! For the transfer of the bib number to other rider, both parties are subject to a penalty - annulment of the relevant stage score, as well as annulment of the scores in the overall assessment.

12. General regulations on starting order

12.1. The main principle for determining the starting order is safety of the participants, placing riders with equal fitness in equal start positions, at the same time giving preference to the regular participants of MTB race.
12.2. The starting order for the 1st stage of the race is determined on the basis of the overall score of 2017 in the specific distance or on the basis of organizers decision.
12.3. If a rider has not participated in any of the stages or he/she has no scores due to health, employment, personal, technical or other reasons, the start points are calculated on the basis of the coefficient system.
12.4. If a rider has skipped any of the stages, the scores of such stage are calculated as follows:
12.4.1. When skipping one stage, the average score is divided by a coefficient 1.15;
12.4.2. When skipping another stage, the average score is divided by a coefficient 1.25.
12.5. If the rider has missed the race due to longstanding health problems or other justified reason, and he/she wish to take a position at a start corridor suitable to his/her fitness, the rider shall submit an application to the organizers by e-mail: pieteikumi@velo.lv no later than 7 days before the relevant stage. The decision made by the organizers may not be appealed.
12.6. Upon registration on the race day, riders take a position at the last start corridor.

12.7. There are following corridors for Toyota Hybrid distance:
1st corridor - 50 participants + sportists with “wild card”;
2nd corridor - 50 participants;
3rd corridor - 100 participants;
4th corridor - 100 participants;
5th corridor - all other participants.
12.7.1. The sportist with “wild card” shall not give points to any of teams. Otherwise he takes place in a corridor according to general rules.

12.8. There are following corridors for Lielbata distance:
1st corridor - 50 participants;
2nd corridor - 50 participants;
3rd corridor - 100 participants;
3a corridor - in 1st stage all men juniors and boys with valid LCF licences, except those who has win the right to start from better corridor on the basis of the overall score of 2018;
4th corridor - 100 participants;
4a corridor - in 1st stage 50 women on the basis of the overall score of 2018 + women juniors and girls with valid LCF licences, except those who has win the right to start from better corridor on the basis of the overall score of 2018;
5th corridor - 200 participants + guests and sponsors;
6th corridor - 200 participants;
7th corridor - 200 participants etc.
12.8.1. Guest or sponsor shall not give points to any of teams. Otherwise he takes place in a corridor according to general rules.

13. Scores and evaluation

13.1. Individual evaluation.
13.1.1. The official results list, available on www.velo.lv, contains participant’s name, surname, date of birth, team, distance, age group and bicycle model.
13.1.2. Winners of the competition in each stage are determined by the finishing order.
13.1.3. The time of the winner in each age group is divided by the time of each participant and multiplied by 1000, thus obtaining the score of the participant in the stage. For Lielbata participants 100 points are substracted, so the 1st place participant gets 900 points.
13.1.4. The overall results in Toyota Hybrid, Lielbata and Mammadaba boys/girls distances are calculated by the total amount of the scores of five best stages in each age group and distance.
13.1.5. In case of equal scores the participant who has taken higher place in the scoring stages is the winner. If it is still impossible to determine the winner in this way, the participant who has taken higher place in the last stage of the competition is the winner.

13.2. Men team evaluation.
13.2.1. Teams are evaluated in Toyota Hybrid and Lielbata distances.
13.2.2. Team score is calculated by summing up the scores of four best team members. In case of equal scores the team with member of higher individual place is the winner.
13.2.3. The overall results are calculated by the total scores of the team in all seven stages. In case of equal total scores, the winner is determined by the sum of the highest places in seven stages. In case teams have equal total scores of highest places in seven stages, the team with the highest result in the last stage is the winner.

13.3. Women team evaluation.
13.3.1. Team score is calculated by summing up the scores of both team members. In case of equal scores the team with member of higher individual place is the winner.
13.2.3. The overall results are calculated by the total scores of the team in five stages from seven. In case of equal total scores, the winner is determined by the sum of the highest places in these five stages. In case teams have equal total scores of highest places in five stages, the team with the highest result in the last stage is the winner.

13.4. Other award rules.
13.4.1. The best cyclist in men’s and women’s groups based on the total score will be determined after each stage of Toyota Hybrid, Lielbata and Mammadaba boys/girls distances. The best cyclist must wear the leader shirt in the next stage. Team advertising 30 cm x 22 cm may be printed on the shirt.
13.4.2. Riders must wear their uniforms at the award ceremony.
13.4.3. Awards will not be given to riders who do not attend the award ceremony.
13.4.4. Just groups M-12, W-12, M-14 and W-14 from Mammadaba Health distance will be awarded. This is not a competition for the remaining participants of Mammadaba Health distance.
13.4.6. Regulation of Children rides will be available on website www.velo.lv under a separate section.

14. Safety matters

14.1. Upon registration for the competition, participants acknowledge with their signature that they take full responsibility for their health and fitness to complete the selected distance and that they will obey and observe traffic rules and the competition regulations.
14.2. Every rider is responsible for his own safety and the safety of others for that matter, in so far as it depends on his actions.
14.3. Organizers are not responsible for possible injuries or health problems of participants during the competition, before and after the competition. Participants are recommended to have a health insurance!
14.4. If you notice that someone in the track needs medical help, try to help him and call the organizers by phone 26655444.
14.5. In extraordinary situations the organizers may award a special prize “The most helpful rider”.
14.6. The instructions and orders given by the judges, organizers, security company, the State Traffic Police, the State and local police and Emergency service staff are binding upon all participants of the race. Any failure by a participant to follow them will results in a penalty. In such case the amount of penalty will be determined by the judges’ panel.
**14.7. The warm up area could be determined. In this case, participant shall not break determined boundaries of designated area. It is strongly forbidden to be on the race track during competition.

15. Responsibility of the participants and penalties for breaches

15.1. The competition is based on fair game rules. Participants may be punished for unsporting behaviour– deliberately disturbing other riders, help by pushing or pulling or other incidents. In such case the amount of penalty will be determined by the judges’ panel.
15.2. Spike tyres and traditional road steering wheels are strictly prohibited in the race. Steering wheel extensions as for triathlon or individual rides are prohibited. The traditional extra handlebars are allowed.
15.3. Participants are required to wear an approved bike helmet! Any athlete riding without an approved helmet or chinstrap not fastened may be disqualified.
15.4. Participants are recommended to take a bicycle pump, spare inner tube, bottle with water and a mobile telephone. Mobile phone shall be used just in emergency situations (first aid, evacuation). Use of headphones during the race is prohibited.
15.5. Unauthorized shortening of the distance will result in disqualification.
15.6. If a participant crosses the finish line repeatedly, the time and place of the last crossing is registered.
15.7. Crossing the finish line in the opposite direction will result in penalty – disqualification.
15.8. If referees or organisers will have any suspicion about cheating with children data of birth, parents will be obliged to send approval document to organisers in one week.
15.9. Please do not throw water glasses, empty bottles and sports food packages on the ground. Let’s keep the nature of Latvia clean! Organizers have the right to punish participants for littering.
15.10. Posting an unauthorized advertising will result in fine in the amount of 300 EUR.

16. Submission and consideration of complaints

16.1. A participant who wants to report other participants for failure to follow the rules or other violations on the track, may submit the complaint to the head judge. Complaint must be submitted in writing and signed within 15 minutes after completing the distance in INFO center to organizers representative. Together with complaint 25 eur should be paid. In case if complaint is satisfied, 25 eur will be returned to the person who has submitted complaint.
16.2. Judge panel with the organizers have the right to decide issues not stipulated in the competition regulations and to change regulations without prior notice to participants.
16.3. All the information published on the site www.velo.lv is binding for all participants.
16.3. Provisional results are published on the day of competition. Any complaints concerning results will be accepted within 48 hours after publication of the stage/competition results to e-mail: info@velo.lv. Complaints are considered within 7 days after submission.

17. Other rules

17.1. Time is measured from the start signal till the participants crossing of finish line.
17.2. Participant results are registered electronically, manually and using a video camera.
17.3. Doping control and check of technical condition of bicycles may be conducted during the competition.
17.4. The organizers are not responsible for participant’s failure to know the rules.
17.5. The organizers are not responsible whatsoever for children taking part in any distance that is not suitable for their age without approval.
17.6. The organizers are not responsible for damage of participants inventory or personal belongings during the race, before or after it.
17.7. Upon registration for the competition, the participants give their consent to the use of any photos and videos taken during the competition for the needs of the organizers.
